Well I would not call them leashed together, but rather connected to each others minds. Panicians make great tools for various tasks such as repairing equipment or bomb disposal. Zikiren males often join the CSF as combat engineers or maintenance crew and are commonly found 'leashed' together with Panicians because they seem to be the most compatible with each other for some reason.

There are two vehicles available to me to use.

The first one is a small and fast patrol vehicle specifically designed for use in civilian populations. It is not terribly well armored but will resist some small arms fire.

The second vehicle is the standard light armored car of the CSF, used in both civil protection and military engagements. Not as fast as the first one but is armored enough to shrug off small arms and also indirect explosions.

Take the light armored car. Situations with gunfire and explosions tend to pop up suddenly, and you'll want that extra armor. If you have to give chase you can call another patrol to intercept or run them down, right? ...And where do you put anyone you arrest in that patrol vehicle? In the trunk?

Panicians are a bio-engineered species made by Hathian scientists as a cheap way of building and maintaining military infrastructure. The person it is attached to is a Zikiren, a tall semi-warm blooded alien. He is the engineer the Panician is attached to. Panicians as far as everyone knows are barely sentient and fairly unintelligent if unaugmented, they are also ill tempered but in theory should not hurt you if they are not told to.

Private Lee brings his hand closer to the Panician, which provokes it to open it's mouth wider, it's hissing filling the room. He now very unsure if he should pet it or not.

Actually, even if I kick one they will only hiss at you, they hiss at everything but can not do anything unless commanded to. I could be strangling one and it will not be able to do anything to me at all. So it is perfectly safe to pet one, actually, It is the handler that you have to be worried about. Oh I can do much more then that now. Accordingly to this world's laws, the second that civilian attacked pinkie turned him into an enemy combatant. This basically gives me the power to do anything to "neutralize" him, this includes shooting him. There is a catch to this however, I have to give him a 3 second warning to surrender.

I call for a Civilian Medivac as there is not a spot where we can put him in our vehicle. They arrive promptly and I explain what happened. They check over Pinkie excessively before I shoo them off him.

At this point The human will be taken to a secure hospital to await trial for assaulting a soldier, which should go smoothly as the patrol car has it recorded. Then he will probably be shipped to an off-world mining prison for a few months.

We soon catch up and join the pursuit, The suspect's vehicle is about as fast as ours but it also has less mass. The second suspect, a Human male, is taking potshots at the lead chase vehicle, he is a bad shot further hindered by the automatic weapon he is using.

What is the plan now?

From the looks of things on the hud there is going to be few areas were a roadblock can be setup. Although it looks like the plan is to herd the suspects to the highway.

Pinkie has a ballistic pistol, I have the matter rifle and the other three people chasing have matter carbines although they cant shoot and drive at the same time unlike me.

Pinkie: "Uh, what are you doing?"

Chuckles: "What does it look like."

Pinkie: "Ok, I guess I'll be sitting here then."

I can try to shoot the suspects or wait until they get on the highway, though the suspects are shooting regardless if they are on city streets or not.

Alright I guess I wont shoot if there are civilians around even though this is a city where civilians are around just about everywhere. The rounds they are shooting are us are only bouncing off the armor, the tires are not as sturdy as the bullets shred the lead vehicle front left tire. It falls back behind us making us the lead chase vehicle.

The highway is coming up where there will be less people do I wait or do I start shooting right now. The suspects do not seem to be running out of bullets any time soon.
