Yeah, as nice as it sounds, allowing the authors to freely submit custom javascript is.. a bad idea to say the least. At a minimum, the submissions would need to be manually reviewed and approved. This is because javascript can alter any part of the website in any way it wants. It can also fetch and submit any data to any 3rd party website, which would be a privacy and security concern. For instance, someone could submit a script that would steal cookies, potentially stealing cookies of mods/admins, which would then allow the attacker to log in and wipe the website.
If such a feature would be added, then it would need to go through a parser which would generate a limited set of html/css/js like the current tags do, for instance, spoilers, or icons.
