I still have unfinished business and work to do here. There are still people who supported Happy and his work that are on the loose and some of those supporters are within this very government. The members of the shadow organization "The Silent Whisperers" are responsible for the deaths DeRvan Glashrauder, one of their members is Darro Princely. I suspect that with the death of Happy, they may have made a run for it or are planning other means of infiltration.
Also, regarding one of the suspects, the Spirit Contaminator, she had willingly aided us in the conclusion of this case, and has offered to continue aiding us in the apprehension of the Silent Whisperers as well. I have written out a full contract and terms of her pardon here for you to review and approve.

PREAMBLE
By the authority vested in the Dimensional Tribunal, and in consideration of the extraordinary circumstances surrounding the crimes committed under the influence and command of the extradimensional terrorist Happy the Tragedy Phantom, the Tribunal hereby issues the following Conditional Pardon and Binding Instrument of Service.
This pardon is granted for the express purpose of advancing Tribunal operations against ongoing interdimensional threats, including but not limited to the containment, monitoring, and neutralization of rogue Spirit Parasite entities and related contamination events.
The individual known as Spirit Contaminator shall be released from Tribunal incarceration under strict contractual conditions and shall operate as a licensed independent operative acting under Tribunal authority.
ARTICLE I
GRANT OF CONDITIONAL PARDON
The Tribunal hereby grants Spirit Contaminator a provisional and revocable pardon for all crimes previously charged under the following statutes:
Interdimensional Terrorism Statute §44-C
Conspiracy with Extradimensional Hostile Entities §18-D
Organized Planar Crime §12-F
Unauthorized Dimensional Manipulation §29-A
Participation in the criminal network of Happy the Tragedy Phantom
This pardon shall not constitute full absolution, but instead a conditional suspension of sentencing, contingent upon full compliance with the terms herein.
Failure to comply will result in immediate reinstatement of all charges and sentencing, including possible permanent extradimensional imprisonment or metaphysical erasure as permitted under Tribunal Law.
ARTICLE II
STATUS AS TRIBUNAL OPERATIVE
Upon execution of this document, the Subject shall be granted the designation:
Tribunal Free Agent – Spirit Containment Specialist
Under this designation the Subject shall:
Operate as an independent field asset under the oversight of the Dimensional Tribunal.
Provide intelligence, assistance, and operational support in matters relating to:
- Rogue Spirit Parasites
- Parasitic contamination outbreaks
- Dimensional corruption events
- Entities or operations linked to Happy the Tragedy Phantom.
- Respond to Tribunal summons or operational directives when reasonably possible.
The Subject shall maintain operational autonomy, but remains legally bound to the Tribunal's authority.
ARTICLE III
SPECIFIC DUTIES AND OBLIGATIONS
The Subject agrees to:
1. Containment Operations
Actively assist in locating, identifying, containing, or neutralizing rogue members of the Spirit Parasite species that threaten dimensional stability.
2. Intelligence Cooperation
Provide truthful intelligence regarding:
- The criminal organization formerly led by Happy the Tragedy Phantom
- Known associates, locations, operations, or dimensional gateways
- Any knowledge regarding surviving members or assets of said organization.
3. Non-Hostility Clause
The Subject shall not engage in criminal activity, terrorism, or organized crime within any Tribunal-recognized dimension.
4. Tribunal Oversight Compliance
Submit to periodic review, monitoring, or evaluation as deemed necessary by Tribunal officials.
ARTICLE IV
LIMITATIONS OF PARDON
This pardon does not grant immunity for the following:
- Future criminal activity
- Unauthorized possession or control of additional host organisms
- Participation in acts of terrorism
- Collaboration with hostile extradimensional entities
- Re-association with the criminal network of Happy the Tragedy Phantom/The Silent Whisperers
- Any violation will trigger immediate revocation of this agreement.
ARTICLE V
REVOCATION AUTHORITY
The Dimensional Tribunal reserves the unilateral right to revoke this pardon should the Subject:
- Violate the terms of this agreement
- Withhold intelligence deemed critical to Tribunal operations
- Act against the security of recognized planes of existence
Revocation results in:
- Immediate arrest authorization across all Tribunal jurisdictions
- Restoration of all prior criminal charges
- Authorization of lethal force if necessary for containment
ARTICLE VI
DURATION
This agreement shall remain in effect indefinitely, unless:
- The Tribunal formally grants full absolution, or
- The agreement is revoked due to breach, or
- The Subject is terminated or permanently incapacitated.
ARTICLE VII
ACKNOWLEDGEMENT
By signing below, the Subject affirms:
- Understanding of all conditions stated in this document
- Acceptance of the obligations required
- Willing participation in Tribunal operations under the terms of conditional pardon
