First off, after the pathetic display we just witnessed in the last room, only a fool would think we could get past Lord Lung unscathed. The castle ain't happening.
The Patches109 memorial Coliseum is the least fortified area we have access to, with its main advantage being that we don't have to go anywhere. Great choice if we feel like being lazy, but there are better strategic options.
That leaves 3 areas with High fortification. Since we can't distinguish them by how fortified they are, let's consider the routes we'd have to take to get to each of them. Take The Royal Treasury for example, a route that would have us traverse underground tunnels. Do you think your throne would be able to maneuver through them well? And if Lord Lung can follow you through them, think about how much cover you would have. Even if you find any, how many alternate routes are there that you could take if you needed to get away? Would you be stuck running away under a barrage of gunfire if caught? Not our best choice.
The Muffy97 memorial menagerie takes us through pedestrian streets. This is also not very ideal. There would be more room for cover in alleyways, around corners, possibly in buildings, but we'd be endangering our citizenry by taking a route through pedestrian areas. The only other negative I can think of is that our melee equipped threats may have an easier time with this route than we want. The available cover isn't as effective against a foe charging into you.
That leaves the Prudence Cathedral, which goes across rooftops and skylanes. We already took out Lord Lung's flying threats, while Chinzebeth is on a hovering throne, so this sounds better on the surface. Melee threats would definitely be less threatening here, and our main concern would be those with guns. There's still an issue of cover, but I still think this is our best option. If we can undermine the melee threats, then that lets our soldiers focus on the enemies wielding firearms. The ones with knives become an afterthought. They'll probably still be able to deal some damage, but this choice seems like it will lessen their potential greatly, and give us the best chance of making a clean escape with as many guards as possible.
TL;DR: Prudence Cathedral is our best option, with the Menagerie being a close second.
