The Welled Citadel, is so named because of its abundant fresh water. The water comes from cisterns, which were first established early during settlement because of the tendency for rain to collect in pools there, and then the system was expanded and improved ever since. The Citadel supplies almost all of the fresh water in the islands, for free, thanks to a combination of cumulative innovations in engineering over time, and the centuries of effort by water and wind magi who have gradually enchanted it into one of the most heavily magical places in Darian. Waters drunk regularly in the citadel itself are known to cure many diseases, and also to greatly increase the longevity of long-time residents as much as tripling it over normal. These health benefits led to the establishment of the Hospice of Alms there, where even the destitute are treated and restored to full health free of charge.
The Citadel was the focus of the many civil wars early in Roterra's history because of its fresh water supply. Until they were all defeated and the republic was established, the militant "noble" factions vied for royal supremacy over each other in frequent wars, claiming The Citadel and driving their foes from it in battles which were always scrupulously held outside the walls for fear of damaging the water supply that all depend on. The needs of upkeep and development for the wells caused it to become the center of The Wizards Association, and also the bureaucracy of government, as the islands developed in civil institutions, prosperity and general sophistication.
