Go up to the building, and knock on the town hall door, like any polite city person obviously would.

Tell her to headbutt you back! It's only fair that she gets to do it to you!

See this is why you don't headbutt people, all it does is make them angry, to get out of awkward situations you need to make everybody else feel as awkward as you so you need to do something to confuse or disorientate them.
Keep this in mind as you enter the building then go and disembowel the first person you come across, this will leave everyone feeling as awkward as you are normally do.

Town hall is dark. Town hall is empty. Town hall is warm. Honestly it's a little unnerving that the only light is coming from another egg like monolith just hovering behind a figure at a desk. A soft snoring coo reverberating around the huge empty room. The desk sat between two climbing tubes that disappear into the ceiling. You can't see what's at the top.
