All the civilians ran as soon as me and the cop tripped, and I hear, but don't see, any other CP's. There's the apartments, there's an alley, and then there's the plaza.

The alleyway leads us to somewhere else, but we could easily get boxed in.
The apartment building probably has the best odds of finding a place to hide quickly, but if dude here sees us going in it's not that complicated for them to post guards on exits and do a sequential search.
The plaza probably has other guards in it on night patrol in case of theft or unauthorized property access.

Huh, they all suck but I'm thinking the plaza may suck the least because a storefront is a rather traditional type of hidey-hole for dissidents and criminals to use, and even if we don't find those we'll probably find something else or somewhere else worth our attention there.
I'm not at all sure though. Any other opinions?

The alleyway is conventional thinking. Right now we don't know what's going on with that vehicle, which is the main PMI of this situation. Now let's split up the case table for the people in that vehicle being hostile, neutral or friendly.
-Cops, if we get in without a fuss they drive us up to that one cop's boss to have a talk. Maybe that's a job offer, maybe they'll throw our ass in jail like they were planning anyway, but either way at least we didn't get shot first.
-Neutral/Civilian: Hopefully we can travel just far enough with them that we can go to ground better than if we're being pursued on foot by cops.
-(opposed to cops): Ticket out, join up with people who hate the cops too.

I don't see a downside to taking a ride. Consider the alleyway:
-Cops on foot are still chasing us, know roughly where we are. On foot each one is probably just as fast as we are and know the area better than us too. Running away on foot will just end with us being shot, or beat up, and dragged off in a squad car unless we get *lucky* and there's another opportunity to leave the whole being chased by cops on foot problem behind, like in a vehicle maybe. Like this vehicle you're telling us to flee from down an alleyway.

If it's easy enough to get to and damage I'd pick that TV tower, and a couple others. If you can make the cops think they're dealing with some minor vandalism that could be related to an underground resistance that should drive them nuts and make them go harass everybody on their shit-list looking for rebels.
I didn't pick the citadel entrance because we don't want the city administrator to lock down and fortify for later when you have got a weapon. I didn't pick the 'Foto' store because who gives a fuck about a business that's probably dead. I'd rather not set a hospital on fire in case we need medical attention later. Setting the apartments on fire could really confuse the cops but I'm not sure I want that much bad karma.
