Those were some good ideas how you could have used your power to get out of this situation - but sadly all you can do at the moment is detecting powers at touch range and learning anything new or improving what you have already learned will take time.
So let's take this tastefull fade to clarify how improvement would work, taking your new ability to detect powers as an example. You learned it by running around the city all day trying to find other people with powers, and since it's a pretty basic and simple aspect of your power you learned it pretty fast.
Of course just being able to notice, that somebody has a power when you touch him and not even knowing what that power might be, isn't that great. Luckily you can just spend some days improving this ability (well - of course you might need a lot longer than just some days, depending on how far you want to improve it).
If you work on your range, you'll be able to detect powers from further away until you're able to detect a power user on sight, or to know their locations in the whole city or even all over the world (Those last two being examples of improvements, that take much longer). If you want to know more about a detected, you can work on that trait, just learning what the power is at first, up to a detailed analysis of all it could do and what part of this potential the power user has already unlocked as well as how long all of it it would take to learn the rest.
Those are just some examples of how detection could be improved, maybe you can think of something else (like the ability to detect locations where a power has been used or a power user has been). That's all up to your imagination.
Of course you might want to learn some other abilities first. Something that isn't just about seeing stuff, but using that stuff to fry your opponents head by cranking it up to eleven. If so, you can just concentrate on learning that instead, but it might be good to know, that some aspects of your potential are dependant on others. If you want to learn how to boost other powers, you can start directly, but since you have to perceive a power to manipulate it, you could only use it on somebody you touch. In order to improve the range of this ability you'd have to improve the range your detection ability first.
Similarly - to just momentarily boost the power, you'd just need to know it's there, but to make this boost permanent or to unlock completely different yet unlearned aspects of that power (like helping somebody who has chosen absolute control over his body to learn at least some of his skills), you'd have to be able to analyse the power in detail first.
So just choose what you want to be able to do and what you think is important to learn first. I don't think that I know all possible options you have now myself. Remember though that you can only manipulate powers to doing what they could do on their own - you can't create new powers and you cannot change a power to a completely different power.
