I guess it's time for plan B then. Plan B being "ask the dragons for help." I realize they don't approve of killing him, much less of helping with doing so, but seriously, if the only thing that can keep him in check is the threat of dying then we need to make it apparent that not only are we willing to kill him, but that no defenses he sets up will be able to help him. And if he still refuses to behave despite all of that? Then at least we can say we tried to settle it peacefully, but you do have a responsibility to keep him from attempting to commit genocide.
As far as downsides with the idea go... we'll be asking for multiple dragons and the dragon slayer to be in Central. And they'll be weakened just by being near you, making it relatively easy to kill them. Hm, maybe that isn't such a good idea.
Plan C, then! We assemble a team of badasses, if we can call most of you that with your mother outclassing you to the degree she does, and plow our way through the mooks guarding Central and the king, then point out how easy it was and offer him a chance to surrender and step down from his position as king. Failure to comply, of course, results in his death.
