This city hall was the old heart of the city, next to an historically important park, the city's only theater, and a pond with some art in it.
You quickly make a phonecall and after being redirected several times and making sure they know you have a lot of money at your disposal, two problems present itself:
The contract has already been signed, and the apartments guarantee growth and profit that a one-time payment won't grant.
