"The NCE's command structure is a bit of an enigma currently, but we do have historical precedents that gives us some barring.
Nearly 40 years ago, the war-torn terra nullus region of Los Angles started to quiet down. The fifteen year old state of Pacifica was abuzz at why this could be. It was soon discovered that the two largest gangs in the region, the Crips and Bloods, had signed a truce, ending a violent conflict between the two gangs that had existed long before the fall of civilization.
"Soon, minor African-American gangs joined suit, which was followed by some of the major Chicano gangs and finally some of the major Asian gangs, which drove out or exterminated some of the minor gangs, the Aryan gangs and groups of legitimate, but severely underpowered civilian city-state governments'. At the time, it was a mixed blessing for Pacifica, as our young government had become overwhelmed by the massive influx of immigrants coming from the south.
"Eventually, they formed a government, called their new nation the Neo-Californian Empire. While it 'technically' had a legislative body, decrees and orders were formulated by the leaders of the Bloods, Crips, the Latino gangs and the Asian gangs.
"Naturally, this set up didn't last very long. A bloody civil war took place just two years after the government was established. After two long months, the Bloods took control of the leadership. A man by the name of Brian 'B-Rod' Rodgers declared himself King. In a bit of political brilliance, King B-Rod allowed the other gangs (albeit with new leadership) to operate under him in a new legislative, unicameral assembly called..."
The General would pause briefly, his face shaped as if he wanted to groan at the sheer cheesiness of his next phrase, "...the House of Represent'n."
The General would cough a little before continuing, "He then got the ball rolling on a number of effective policy that strengthened his government. 'Sets' were now organized as a hybrid of a corporation and a feudal warlord, they force people not affiliated with any gang to work in the fields or to do medial tasks in factories in exchange for protection, food and shelter. The sets share is then often exchanged for other goods or services provided by other sets, while a sizable portion goes into serving the government and its Army. Each individual set can be as lenient or tyrannical as they want to be, with most of them leaning toward the latter.
"With this new system in tact, their territory quickly expanded to the territory they encompass today. For all intense and purposes, an elderly King B-Rod is still in power and his system of government is still in tact. After all, getting a spy to penetrate their government is difficult--it takes decades of violent yet tedious gang activity to speak to members in the higher epsilons of government.
"You got to give it to those bastards, its an effective system, but ultimately not suited for long term development. They have few hospitals, fewer schools, the factories they do have operational are meant only for arms and ammo fabrication, and they rely on the aging Hover Dam to provide electricity.
"We've been quietly waiting for the day a rebellion would take place, either by a fed up civilians or power hungry gangs. If we liberated regions controlled by the NCE, the civilian populous might consider it a blessing or they may have been brainwashed into believing we're even more violent than their overlords.
