I'm glad you enjoy this style of quest.
PDDCASTP is a fun balance of both preplanned mechanics and background and openness for the readers to shape the world to an extent. As such, some mechanics were decided from the start, some came naturally, and others were completely decided by the readers. Taking your examples into account.
>Coolness system
Phillip Dollarfield, from the very start, is a story about trying to be cool. I knew from the beginning that a system for cool would be important, so that was general made ahead of time, with fine tuning as the quest goes on.
>Spooks everywhere
As the quest went on, spooks felt like a natural progression from both the preplanned aspects and the direction the readers were going. There needs to be something for people to fight for coolness, and there would have to be some supernatural pest problems for anyone working in the vampire hunting business, so spooks just felt right. They will continue to play an important role in the "gameplay" and the narrative.

That was an aspect made completely by the readers. I decided that it would be more engaging for the readers to let that be the case (as there was a clear vocal support for it) and rolled with it. I'm glad we got some great results out of that development.
