Artholl and Lutania (highlighted in blue) have not been directly at war for centuries, however their opposing economic and religious ideologies and rapid, parallel growth have bred mistrust and mutual fear.
As of the time at which The Shouters takes place (1962), both Lutania and Artholl have stockpiled large quantities of thermonuclear weapons. Currently in development by Artholl is a ballistic missile system capable of reaching Luta Nol or, at the very least, northern Tafarla. The enmity between these two nations stems not from any specific incident, but instead from self-defensive fear that the other may attack.
Augerna and Augan Sur have become a large pie to slice between Serratian and Arthollite colonialism. The absence of a global war has prevented the halt of direct expansive conquest into less developed nations, but military technology has still advanced due to relatively large but localized conflicts.
Everyday citizens of Bahm (the world) have grown accustomed to the constant fear of annihilation, giving rise to near universal fatalistic dread and all-night parties.
This is some real nerdy stuff I guess.
