It is notable that this character is basically a cripple with 1 strength, has no ability to lie whatsoever, has negligible perceptive ability, and doesn't know how to actually do anything useful at all.

Children in the system literally have better stats basically across the board =V

basically this sheet for some reason has attributes at (2/2/2) and abilities at (3/2/0) I won't go into the rest of it, but a mortal would usually have attributes starting at (6/5/3) and abilities at (11/7/4) if I remmember.

oh and if this character is a ghoul, spending that ONLY BLOOD POINT would have pretty nasty consequences, though the dominor could just be a hardass about it.

You all bring up good points. The original intent behind the low stats was to create a new base to allow more comparative difference between people. In ‘vampire the masquerade’ the statistical average for a human stat was 2.5. Humans in that setting were only allowed to reach 5. So someone that’s fairly or perhaps extremely intelligent say a 4 and the smartest person in the world 5 have a 1 point difference. The max 5 rule also held true for vampires in the setting for anyone who wasn’t better than 8th generation if memory serves (though this did have the occasional exception.) I really should have said something since the character sheet itself conveys the conventions of the setting and even if everyone viewed it with a blank slate the numbers would only be relevant to themselves since I didn’t even bother to mention a 2 in one state equals 2 in another stat.
Thus my bad, revamped character sheet.
Will power may be spent to add one automatic success to any action.
Blood may be spent to heal or increase a physical attribute for a scene.
Merit: Rabbit and Wolves- Your character phases between two states.
In Wolf state your character does not suffer Virtue or Humanity rolls for their actions, the character no longer reads as human to perceptions and is instead perceived as a vampire. While in wolf state your character takes bashing damage from sunlight. Auspex and other supernatural perceptions must make a contested roll equal to the point cost of this merit to try and piece the illusion.
In Rabbit state all health penalties are reversed instead granting a bonus, any attacks you make are considered aggravated damage, while in this state you are subject to frenzy rolls for any physical want need or desire you fail to sate.
The characters phase will naturally shift based upon events around them and time spent in the other phase. Spending a point of willpower may allow a forced phase shift. This incurs a self control check based upon the situation. Failing the check still shifts the state but results in frenzy if shifting to Rabbit and Malaise if shifting to Wolf.
