This is basically the most compelling evidence as to them not being looters:

They have a radio. Looters are not organized.

Okay, seriously I thought the clues were pretty obvious, but apparently not so I'll just come right out and say that they are not military guys.

They have no insignia or dog tags, they have no sidearms, they have a mishmash of weapons, and they've been acting in a completely unprofessional manner.

So, just to clear that up, they aren't military. They also aren't looters, seeing as how they were sitting around not looting anything.
