Okay, it's been around eight months since the start of the game. You've integrated Worg Roughriders into your army, as well as Squirrel Force Recon (a unit of intelligent squirrels) Once a month you Catch a hell puma (8+ ton MBT sized Puma with strength and endurance to match.) then you inject it with purestrain FEV. The results vary in effectiveness but usually you get a human intelligent puma. Or Intellipuma. So far one IntellaPuma has joined you. The Scientists call him Constantine. You ARE breeding but you aren't gaining much ground in the way of population increase because you don't have very many adult recruits.

After riding out on a penalty raid. F.E.Line returned with a Faith priestess who's fallen in love with him. She's provided you (via questioning By Fineas) with some maps of the area but she refuses to sell out her people

My suggestions;

Attack the Colosseum using:
A. Use the priestess to point out the locations of their armories and watchtowers. We can bribe her with low level cybernetic implants. We can also install an explosive fail-safe which will kill her on command.
B. We use our special ops and squirrel teams to destroy the watchtowers and armories.
C. We launch a joint attack with American Union and Alhambra forces. We bribe Alhambra to join use with the promise of war spoils and exclusive contracts. If Alhambra doesn't have the capability to move their ground forces rapidly, we can transport them in waves. More boots on the ground is always better than less.
D. As someone mentioned, this may leave us vulnerable to attack. We can use our tribals to defend while our main forces are away.

If she won't, then we need to find out. The squirrels would stick out, since they're not seen normally outside the Coke Forest.
Instead, see if any of our traders going through New Boston have done business with the Colosseum in the past, and if they have, if they would be willing to either tell us the info we want, or will go there to find out.

Last resort would be to send in the Shadow Squad, using their holo-projectors to stay invisible and try to find out.

Lord Protector Catsvallen does not like the Colliseum. No sire he does not like it as it fosters slavery and raider-ism thruout the wasteleand. They kill men and women in violent combat and in general are terribly, terribly uncivilised. It's enough to make one want to skip tea. He knows for a fact that the Colliseum trades with the southern, and western lands for food and other essential resources, they are NOT self suffiecient.

Alhambra trades for most of it's food with rural farming communities so they could set up a trade deal for food. 3000 people at the most.

They could also field soldiers if favorable trade rights, and a large encampment, along with free reign to sell civilised goods would be required for an alliance of war. You may take the colliseum but you have to share the wealth. aidng Alhambra in building water piplines and imrpoving their food crops would also go a good ways in the direction of "helpful."

if its the first one we might want to look into some sort of massively scaled up energy weapon tech, if its the second one we should make either a custom vertabird that can fully utilize the power output, or a scaled up tank with an energy weapon for a main gun.

You workers step up their efforts on the new boston farms, tying pipes into the plumbing of the fortress and using those to irrigate their fields. Crops of wheat, potatoes, hemp, and tobbaco are being grown for the sake of feeding people and providing trade goods. New Boston Can now Support 7500 people in terms of food (water systems need an update though.)

ALhamvbra makes use of Coal Generators to supplie themselves with electricity, they want cleaner, safer methods and either want to tie themselves into your rid (just about everyone assumes you've cobbled together a nuclear generator at this point. If you can make Humvees and APCs a Fission/fusion genny isn't much of a stretch) They'd also be willing to be more flexible on their terms if you built them their own Fission/fusion generator. They'd provide parts and you'd provide expertise.

sending them powrr would consist of building power lines leading from new boston to Alhambra, without the main power generator from New Wasington there'd be brown outs so you'll wanna link NB and NWs power girds together.

Turning the Alien Power Module into a source of energy would basically solve all power problems as long as you can hook those problems into the Grid. (I.E. Wires or rechargable batteries.) as someone said it'd be like having hoover dam, only hidden and more well defended.

Tying someone into the grid involves building them a connection that you control totally, with a push of the button they're in the dark.

You spend several weeks building a facility underneath New Washington base, not even your own people know what you're doing. Only the Highest ranked Politicos, Scientists, Military Officers, and of course the Brotherhood Elders, know what you're doing. You're creating Operation Bootstrap. After studying the Alien Power Module in detail you learn that it's power output is staggering, and dangerous, but controllable if you respect it.

You place Bootstrap inside an ultra high security facility and use it to power a seconday grid, even before the war this thing could've powered the entire US 4 times over. Any energy issues you may have had before hand are officially over.

In the mean Time you begin Layding down power cables between NW and NB via the Subway tunnel, and while you're doing that you begin work on a set of power lines leading between your settlement and Alhambra. You also send engineers down to Alhambra with filters and other devices and begin producing cleaner, healthier coal generators.

First you send in Aerial Recon for Samson on his raider base. The base itself is built on an old Military airfield. There some plane hulks on the runway, but the real kicker has to be the artillery they've set up on the edge of their perimiter. You manage to get pictures of their Barracks, Armory, Administration facilities, and what appears to be a Solar Energy Collection array before someone opens fire on your Vertibird with an Anti-Air battery. There's some damage but your scouts get out of their alive.

You diliver the pictures to Samson and he thanks you, saying that he'll take this into consideration when you begin future trading negotiations.

Then you begin scouting out the Colliseum from the air and ground.

The slavers are a really strange group. The tribes in your area display many wierd mutations, the Blood Eyes have red corneas, the Big Teef have enormous Canines, some tribes have strange skin colours, and others have consistent examples of physical deformities like extra or webbed digits.

The slavers display all of these mutations, and there seems to be a practice of recreational surgery and mutilation going on so there's that. Some have combat armor and firearms, some have things like crossbow and chainmail, one small group has heavily decorated suits of T45D powered armor. All of them live in little camps on the outskirts of Colliseum territory and display only the vaguest sense of military discipline.

Behind them lay the farms, where slaves toil under the hot sun to produce opium, hemp, peyote, muchrooms and other less recognizable things, and behind that are chemical sheds and labrotories. The Colliseum desn't produce food at all it's an enormous drug operation with Gladiatorial pitfights as a bonus.

Among the Labs are several radio towers, armories full of weapons (crossbows lay along side laser rifles, kalishnakovs share shelf space with zweihanders, missile launchers lay on top of piles of black powder bombs.) and stables and motor pools. The Raiders make exclusive use of horses, ponies, and mules for mounts. They have carriages and chariots. the have steam powered cars and the occasional vintage powercell fueled hotrod. In between all these buildings are the occasional Watch tower fortresses patrolled by Faith Guards who keep the peace and ensure no one breaks the miniscule social contract that the Faith enforces.

Behind this are the slave pens, you safely estimate that they have 32000 slaves in the pens, iron cages secured by, curiously enough, eleectronic locks. The slaves are exposed to the elements, if a storm comes along and the slaves are lucky their masters will throw a tarp over their cage. Otherwise they're left to the wind, the sun, and whatever may come.

In the center of it all lies the Colliseum, it has a capacity for 100'0000 spectators and is built from stone and steel. It's pretty goddamned impressive as far as wasteland structures go. It looks like its several decades old and has seen quite a bit of use. Every day slaves fight and die in gladiatorial games and the morning and nightly games are capped off by orgies.

In general it all looks a bit like Rome if you skipped all the culture and just skipped straight to the debauchery without the technological and social advancements.

President Victor Small, in a speech before the deployment of the American Union's joint military in the invasion of the Faith Settlement known as The Colliseum.

Squirrel force Recon and the Spec Ops Squads Shadow Squad and The Repairmen are sent on a mission to soften the defenses of the SLaver forces, They manage to set bombs in the Armories, the Motorpools, and the Stables. The Squirrels manage to poison several officers and use of Enclave Radio Capabilities is also employed to jam the Slaver communication networks. The only downside of that being that SFR and the Spec Ops squads were out off communication for two hours before pick up. Roughly a quarter of SFR were Killed In Action and a memorial service is being planned for the sacrifices of our smallest, and bravest soldiers.

APCs and MBTs are deployed and protected heavily by units of Soldiers in Enclave Standard Battle Kit, using Assault rifles, Shotguns, SMGs, Rocket Propelled Grenade Launchers, Sniper Rifles and Heavy Machine Guns they prove to be more than a match for Faith forces. But they're outnumbered 5 to one and despite their superior training and equipment it seems the enemy will over whelm them.

Then air support arrives. 30 vertibirds are deployed from New Washington and arrive with 5 units of T45D Powered Armored Infantry. Using Gatling lasers and Air to Surface missile systems the Vertibirds give The American Union ground forces the edge they need to win this fight.

The Power Armored Infantry only make things worse for The Faith's soldiers. Packing Miniguns, Rocket Launchers, HMGs, Laser Rifles, Plasma Rifles, and the occasional Flamer they prove to be more than enough to counter the Faith's edge in numbers.

Colonel Ozz Mandaris, riding in the Vertibird King of Kings coordinates the battle, with Infantry and combat vehicles pounding them front and center the Faith forces attempt to retreat and claim their slaves before they go.

They Find FELine and his rough riders instead, intent on protecting the slave Pens from harm and driving back the Faith Forces the rough riders take some Casualties but Colonel Mandaris personally Reinforces FELine's battlegroup with his own Vertibird and eventually commits to the ground battle himself as it becomes clear that more Infantry are needed to protect the slaves. Allowing his command staff to coordinate he lends aid with his Command modified T45D and a Turbo Plasma Rifle.

The battle rages back and forth across the city for hours until finally the Faith can take no more punishment. They break and run fleeing from the city with Vertibirds harrying their everymovement until they're miles away from the Colliseum.

The Battle is decided in favor of the American Union. The Faith's army took fully half their number in fatalities and casualties and one quarter of their forces are now Prisoners of War.

You begin building guardhouses around the colliseum, they're built like bunkers, have HMGs installed in them and have overlapping fields of fire, not the most advanced defense but an effective one.

You keep some of the medicinal crops from the old regime and replace all non medicinal; crops with food crops from your warehouses in New Boston and New Washinton. With this done you settle many of your new people in New Philadelphia as you've come to call the Colliseum and begin the hard task of sorting through your problems.

APtitude and loyalty tests are performed and eventually many of the former slaves become recruits in your armed forces. The rest become scientists, engineers and skilled laborers.

You put Thulsa to death after a trail that convicts him of numerous crimes. Despite this Example Khul just sneers at you when you try to interrogate him and after a week of non answers you put him on trial and kill him too. A lot of the Faith's priesthood and officers follow.

Eventually you finish killing the worst offenders and put the survivors to work building a defensive wall. They have explsoive collars and Military Police drawn from the ex-slave recruits. It takes weeks but New Philadelphia Gradually begins to become something vaguely resembling a healthy environment, rather than a former battlefield.

At the moment Camps in New Boston and New Philadelphia are working overtime to train up more soldiers. You have the tech but you don't have the numbers. You put as many troops into boot camp as is humanly possible and once they know enough you ship them out to the trade routes and to parts of your tiny empire that need guarding. After a certain point training becomes useless and experience becomes integral. You make sure your troops get that once they begin Military Police duty on the trade roads and in the Trading hub that New Philadelphia is quickly becoming.

Deciding on an even split between business and formality Colonel Mandaris embellishes his armor with certain decorations. For starters he has several rank pins magnetized so that they can be attached to the chest of his T45D. Then he has a cap tailored to his armor it's waist length, suspended from the pauldrons and hides both arms and hands from sight. The back of it has Colonel Mandaris's personel symbol, a pyramid with an eye on the capstone embroidered on it.

From there Colonel Mandaris dons his weapons belt, the one with his plasma pistol and officers sword and leaves his office. Several flights of stairs and a comms conversation later he's inside a Vertibird, at the head of a flight of six vertibirds on their way into Samson's territory. Clonel Mandaris briefly contemplates his position. Victor Small rules over the American union with several department heads, they answer to the Electoral College which is composed of the "learned men" and the Senate lies below them.

The President appoints people to positions of power, the Electoral College (made up of politicos and brotherhood elders) decide who gets to be President, and the Senate campaigns about various issues on behalf of the American people. So far being a Senator is an inherited position but the sooner the Union reestores and enforces the Pax Americana the sooner the Union can go back to having a reprasentative democracy.

Now all Colonel Mandaris has to do is pretend that he is responsaable for whatever clusterfuck the brass produces and explain it to the neighbors. How hard could that be?

The ride takes about an hour and Colonel Mandaris finds his Vertibird setting down at the gates of Salvation City. The walled city is surrounded by farm lands being worked by humans and mutants and the city itself is protected by a moat now, a massive drawbridge currently allows entry into the City. He activates the debarkation protocols himself and descends the ramp into the dusty plains that surround Salvation City.

How much should he reveal?

Colonel Mandaris hasn't had much in the way of experience with Samson, or his Mutant Nation but he has a good feeling about the supermutant. Some truth is in order, edited truth, but truth nonetheless. Letting Samson know you answer to higher powers would be for the best, letting him know the source of those powers wouldn't.

The Carriage clatters over the cobblestone roads and eventually it reaches the Governor's Palace. Colonel Mandaris pays the driver to wait and with his squad at his back enters the building.

Its impressive, the doors to the palace are 12 feet tall and make of Coke Wood, you'd know that oily sheen anywhere. The cielings are vaulted and everywhere there are signs of luxury, paintings, leather upholstered furniture, well dressed servants. If one tried to list the selection it would take quite a few pages. Eventually Colonel Mandaris reaches a foyer and his soldiers are asked to wait where they are, Colonel Mandaris is asked to leave his weapons with his squad.

After leaving his sword and pistol behind Colonel Mandaris is escorted through a large hallway, portraits of long dead Governors glare at him and he soon finds himself half lost. If it weren't for the Droll Ghoul guiding him through the palace he'd probably spend an hour or two wandering through the place.

They finally reach another room, this one's had its doors removed and it appears some work is being done to make the entrance more accomodating to supermutants. The Ghoul Manservant waits at the threshold to the room and you enter withouyt being invited in.

Samson is waiting inside, proddiing at a large metallic box, it's the size of a pool table and it has the Communicorp logo on its sides. Samson pauses and turns to you then he makes a "come here" gesture. "Ah! Colonel Mandaris, have you got any experience with Holotables? I'm having the dmanedest time getting this thing working." As a matter of fact you have plenty of experience with holotables, they're a common Union device.

Holotables are used for utility, planning out actions or building plans, and for recreation, games and movies. You should be able to fix whatever caused this problem. You walk forward, kneel and pop open an access panel, after fiddling with the wires and twisting some dials the image of the Wstern Raiders base comes in quite clearly. Now that you think about it, someone fiddled with those settings intentionally.

He draws your attention to the raider base and indicates the lines of entrenched howitzers that the enemy is using to defend their base. "I don't dare attack them, they can send out raiding groups and I can kill those small groups but I can't cut the head off the beast." Samson looks tense at the best of times, he basically doesn't have quite enough skin for his body, it makes his features freakish and his enormous muscles that much more prominent. "I don't give a damn about the colliseum, especially if you keep up your non interference. You once stated that you wanted to be friends. If you can take out that artillery it will go a long way towards forging a friendship."

To answer your question, I intend to expand as far as I have to, those raiders are attacking me from a military base, and they attack merchants too. Destroying the base is an option, but a better one is to occupy and make use of it. My borders expand, yes, but that's secondary. Other people expand their border to gain power, I expand mine to gain safety. To answer your question, I'll expand until I stop having reason to expand. If an enemy attacks me I'll sieze his holdings, If I'm left alone I'll leave my neighbors alone. That being said sturdy fences make for good neighbors."

Roundabout to one degree or another but it does answer the question. Samson intends to expand until people stop attacking his forces, or that seems to be the gist of his explanation.

He seems to consider military force to be the resort of an amatuer mind. If he wants something he'll negotiate or intrigue his way to it. He could be lying of course but so far he's been pretty consistent with his actions. Intrigue and diplomacy seem to fit his personality.

General Samson walks over to a smal intercom on the office's desk and presses a button. "Tabitha bring me some pens,pencils, paper and some Coffee." From there several hours are spent working out radio protocols, accptable bartar for radios and radio components and a joint piece of currency to be used during trade between the groups is finally decided on. Eventuall Colonel Mandaris decides it's time to leave. He picks up his helmet, reattches it to his armor and boots up the suit's comms and tactinetwork. Then something occurs to Colonel Mandaris.

"Just where were you educated anyway General Samson? All anyone knows of the bad old days are rumors and myths. You seem to know the truth, or the truth as recorded in history books anyway," This earns a chuckle from General Samson and he sighs heavily.

Eventually I had Ideas about the way things should be run. The overseer didn't like that so he threw me out. Petty little prick. Pity the master didn't raid that place before13 killed him."

They board the King of Kings and ride Colonel Mandaris's personal Vertibird back to New Boston to set quite a few actions in motion.

Once he returns from his diplomatic mission Colonel Ozz Mandaris personally sees to it that a military strike force is sent to deal with the raider issue. He requisitions some Mister Handies, equips them with basic firearms and uses them as decoys during a strike op with 10 Vertibirds.

Ine between the vertibirds and the brigade of mister handies the Raiders find themselves out matched. You lose 1/4th of the Mister Handies to artillery, and 1/2 the vertibirds need repairs but the Raiders lose their capcity to hold off General Samsons Crusaders. Within a week the base is invaded and overwhelmed by Samson's forces.

New Washington has some visitors, up until now the Spiritual tribes in the haunted hils have minded their own business. But one of the tribes makes use of the I-Ching method of divination (sticks with omens carved or painted onto them, rolled like dice, wiki it.) and this tribe's greatest shaman has declared that there shall be a disaster for his people and others unless action is taken. His name is Walking Man Jove and he's had a heavy vision! It's enough to rally the Dayglo (they make iridescent paint and apply it to...everything they own) The Dini (Descendents of stage magicians, actually fairly competent in the use of explosives and other applied uses of stage magic) and the Nurds (tribals who horde tech, they've got a rather surprising collection of cool stuff.)

Walking Man Jove arrives on the door step of New Washington with his followers (impressive really, you know for a fact that most of the tribesmen have no idea where your capital is.) and demands that he and his youths be allowed to join up.

Walking a man jove describes seeing "the land" from above, he says he saw the cities and the tribes and he saw a great fire far to the west and north. He saw a light come from the west and north settle in the land and that he also saw a great darkness come from the north and the west, and that the darkness consumed and rotted everything it touched.

Where as the light nurtured and strengthed everything it touched. Light and Darkness fought but Jove awoke before he could see the end of his vision.

He states that tribal knowledge and the I-Ching brought hi to the place "where the light fell."

Jove is uncertain as to where the map fell, it hurt to look upon the darkness and the rot spread quickly. However using the I-Ching he manages to vaguely pinpoint it. Comparing it to the Faith's Trading maps you determine that the Darkness fell in the general vicinity of Communicorp's supposed holdings.

You have the tribals brought in and begin educating them. they learn Truth, Justice, and the American way. They're kept to the Capital, though a few who pass their "keep your mouth shut" and Loyalty screenings are allowed to leave the Capital for New Boston or Fort Endurance.

NEw Philadelphia, being a center of trade, commerce, and the American Union's Entertainment centre is pretty much off limits to Jove's followers for the moment.

The towers are massive steel and glass constructions. They appears to be totally sealed off from the outside world. At a cursory examination you can find now way in except blowing open the walls, though there's probably an old entrance lying around somewhere.

The whispering caves are a massive complex of caverns home to giant insects, mutated bears and the occasional giant scorpion or spider. The wind passing through some local plant creates a whispering sound though your scouts do have some photos of people wearing black clothing and head wrappings creeping around the more secluded parts of the caves.

GEN PLA stands for "GENeralised PLAstic products. Its jhome to rad roaches and a group of raiders has begun using the place as a base. They're using the industrial chemicals stored there for ingredients in primitive explosives. It's an enormous waste. Those chemicals alone could supply you with enough resources to produce plastics for 5 years of constant production 15 if you ration carefully.

The screaming ruins are a twisted hellscape of glass, steel, concrete and radiation. The wind screams through thje ruins and metallic shrieking can be heard every day starting at 600 AM and ending at midnight. It's loudest when one is at the city core and diminishes the further you get from it.

The Love Nest is a ciommune of sorts built inside a grove of almond, apple, avocado, orange, lemon, pear, and peach trees, all of which are nurtured by the people who live there. They wear hemp cloyth, speak odd lingo, have a fondness for all manner of drugs and are mostly harmless. They have mounted HMGs on their wallas and use firearms for their defense though.

You speak with the Lord Protector and he tells you that his people are willing to sell you the vault as a location if you're willing to strip it of everything even remotely useful (food machines, vault suit machines, water purifier, power plant....) and haul it back to Alhambra and set it up for them. They'll give you excellent trade deals on the benefits of the devices. Or you can help them get it up and running again and they'll share the vault's water and food with you along with it's Power Production. Either way they want the food, water, and power the vault can provide them with.

Dealing with tribals is a case by case basis since many of them have different belief systems, social structures and technical capacity. But you could research better education techniques if you wanted.

You send in Shadoiw Squad and Squirrel force Recon to investigate GEN PLA they find the raiders are making use of the typical trashy weapons, and they're also using explosives, and incendiary weapons, primitive flamers are under construction in their reloading and weapons construction workshops. They have the unitiquis slave pens and its clear that they've been raiding caravans and travellers for slaves and supplies. There's a lot of men that your scouts are able to identify from the Invasion of The Colliseum, if not by facial recognition then by outfit. These raiders are clearly some manner of conglomerate culture and are on the verge of founding their own tiny civilization.

You move in on the GEN PLA facility with 20 Vertibirds and several battle groups. APCs, HumVees, and MBTs shoot down the junk walls and smash into the main compound. T45D squads repell down from Vertibirds into the compound and Roughriders circle the compund.

The Raiders fight viciously and make you work for every single inch. But with combat vehicles and air support the battle in the courtyard is pretty much impossible. The fighting moves into the factory itself and your Power Armored infantry are forced to take the place room by room. The raiders attempt to blow up the chemical storage tanks with a time bomb but their attempts are amatuerish at best. In the end though you manage to kill quite a few of them and free the slaves that the Raiders had gathered up. As per usual half join you and are sent to new boston, and the other half join up with Samson's Mutant Nation.

The remaining Felons are given explosive collars and added to the chaingangs at New Philadelphia.

It's not really possible on a large scale to pacify the raiders. Most of them are junkies, or drug addicts or psychotics. Sorting out the mentally fit ones from the damaged ones would take a lot in the way of resources. Easier just to execute the lot of them.

But if you're dedicated to feeding and attempting rehabilitation you can. -shrugs- this is wasteland, there's not much food or water to go around if you wanna give it to law breakers go ahead. I'll just say this since it didn't take last time Chaingangs don't work, if you exile these guys they'll just go back to raiding and slaving its all they know.

However your other idea is quite possible. You wanna do a sort of missionary project for the local tribals? Basically a patrol that passes through tribal villages, teaches them stuff, gives them food and other resources and takes care of trouble makers?

You send workers down to the screaming ruins. They gather up plastic, metal, concrete and glass and pile it into APCs. The metallic screaching is eventually joined by what sounds like human wailing. But your workers have a brigade of soldiers there to guard them, so while extremely creeped out they do their job. Everyone involved is glad to leave the ruins when the work shift ends though.

Once the resources from the run to the screaming ruins return they're shipped back to new boston. These join the barrels of petro chemicals that are being shipped back to New Boston from GEN PLA and soon enough the lot of it makes its way back to New Washington's industrial center.

Research begins on finding a cheaper, easier method to produce Synthetic Petroleum, and after a few weeks the scientists make a breakthrough. Producing plastics, and by extension electronics, is much easier now. Making tech heavy projects much more affordable.
