Is pretty close to a great plan. Let's see, I'd mark the people you should try forming an alliance between as You, Cora, Remi, Lisa, Chris, Jay, and Seras. Mitch and Vox are maybes.

Cora is a generally good-natured person. I'm not sure if she'd be up to running a city, but we've spent enough time with her to know she'd try to do a great job. She really trusts us, so if we went to with you she'd go along with the plan for sure. Of course if we don't, she might not trust you at all, being Rastin's lackey, and it's not like we can write a note or... The doorknob! Ask if she still has the doorknob. She's probably the best bet for you to visit first. And then let her take control of meeting the rest of the leaders. The "Rastin's Lackey" trust issues probably apply to everyone else, too.
Remi is pretty cool. Cora got to be pretty good friends with her, so she'd be good to go meet next. She seems to be good at negotiation and PR, too, so that would help in forming an alliance.
We don't know much about Lisa, but she appeared to be an alright person. Plus she's the only hope you've got at getting repaired, right?
Chris seems to a reasonable, experienced man. Honestly, from the only moment we saw him, he sounded like you. We don't know much about him, though.
Once again, we don't know much about Jay. I respect what Arcanitech is doing, though, and he didn't have any notable apparent flaws. Save him for later.
Seras gets respect for being an idealist who's gotten so far. If she exposes this game, which she's surely going to do, then... shit. You might want to try and find her first, before everyone in the city is after us. But still, she'd be act as a good conscience, and her investigative abilities could help keep track of what's going on in the chaos.
Mitch might be okay, but could also be an serious risk. I wouldn't go after him until you've got most the others. His organization is large and willing to do about anything, so they'd probably be helpful overall.
Vox seemed like a much better leader than Terra. He'd be good to get in if it didn't mean Terra would, too, which it unfortunately probably does. Avoid him unless they get separated.
That leaves Kal, Ragas, Ivan, Naveen, Terra, and Mike. Also Hope, Kara, Vresch, and Rastin.
Kal seems like an interesting fellow, if not a very good one. He'd definitely be fun to hang around with. If we're not going with you (which I vote for), try and get us passed off to him.
Ragas is a creep, and possibly incredibly dangerous. I agree with the guy who keeps telling us to try and get rid of him.
We don't know anything about Ivan. His organization seems to be fairly amoral, but he could still be a good person. Or he could be the worst of the lot. If we can get some time with him, it would be cool find out what he's like. Otherwise, consider him a potential threat.
Naveen is not a good person. The media is a powerful tool, though. And she's definitely better than some of the others. I would mostly ignore her.
Terra is a threat. She's immature and powerful. Getting the Sorcerer's Guild out of her control would be nice.
Mike is pretty much on the same level as Ivan. He's potentially a lot more powerful, though.
Hope's probably the most dangerous. Of course, she's got the other half of us, so we might be able to keep her a bit under reins. Or make everything multitudes worse. Probably the latter. And if she's actually going to assist the Secluded, they might be a concern. They're planning on running away to space, if you didn't know. We can probably ignore them if Hope doesn't try using them for something, though.
Kara's probably the next most dangerous. Thankfully, we've already got her down. For now. I've honestly got no idea what to do with her. We need to take care to George, though. He's probably around somewhere.
Vresch is a serious threat. I can't predict what he's going to do at all. This game is definitely going to screw with his plans, which is going to cause problems. We need to be on the watch for him.
Rastin is dead until we see evidence to the contrary.
Hmm, so it sounds like Bicardi was actually the Jacob Cora knew, too.
So, yeah, in summation. First, we need to do something about Kara. Then we split up. You should go form an alliance out of the more reasonable leaders. Go after Cora, then Remi, then Lisa, then Chris, Jay, Lisa, and Seras. We'll try and work the threats against each other. Kal's the coolest holder for that. We're talking about Kal, Ragas, Ivan, Mike, Terra, Hope, and Vresch here.
