It doesn't look like a pier, there's a channel where the water is running back alongside the building, and there's some sort of ... dam in front of it? It obviously isn't a dam, as there are small gaps evenly spaced across the surface. Almost like a really fat comb stuck down in the water.

Beats me. At the top and lower right of the page, looks like Indahl drawings surrounded by some kinda technomagical whowhats. Then at the middle, something that's probably a robot, with the cog picture pointing at a cog-shaped hole. So... obviously a cog (probably the one Ven woke up with) needs to go in the robot. But maybe the cog was made from her spirit energy or something. Like when she stabbed herself in the chest, maybe? Can't really draw any solid conclusions.

You still can't get the gears to turn. They seem to be part of some much larger mechanism, and while the rubble seems to be clear of it there is neither enough space for you to get through or enough light (or a good enough viewing angle) to determine what the mechanism is for.

Either the mechanism has some sort of lock holding it in place, or it is simply too large for you to force it to activate with your puny strength.
